I think the US has a real problem with its citzens able to own the land directly. We own the title to the land to live on it, but the resources require a licence to exploit. Now owning the title can limit access of others, but in the case of fracking people can apply to the government to kick you off. At any case it sounds like a real night mare in the making the wild west destroying the past.
